Dhaka will vent concern over the verdict of Felani killing trial and reported Indian plan of deploying unmanned aerial vehicles along Indo-Bangladesh border for surveillance in the coming meeting between the director generals of Bangladesh and Indian border guards scheduled to begin in Dhaka on September 14, officials said.
Apart from this, the Bangladesh side will express its concern about all types of killings along the border that
had taken place, especially since the last DG-level meeting was held in New Delhi in March.
The issues will be raised both formally and informally during the meeting.
‘All relevant issues will be discussed,’ Border Guard Bangladesh director general Major General Aziz Ahmed told New Age.
Another BGB officer closed to the meeting arrangement said, ‘We will discuss issues that are reported on both Indian and Bangladesh media.’
The flag meeting between the BGB and India’s Border Security Force will continue till September 19 at the BGB Peelkhana headquarters, the officials said, adding that the officials concerned were still working on the agenda.
The meeting was earlier scheduled for August 31 but unexpectedly rescheduled to September 14.
Despite repeated assurances, BSF is yet to stop the border violence, the BGB chief said.
BSF has killed 15 Bangladeshi citizens between March and July this year, according to rights watchdog Odhikar.
The BGB statistics showed the BSF had killed 214 Bangladeshis and wounded 323 others between January 2009 and June 2013.
Major General Aziz will lead a 19-member Bangladesh team and BSF director general Subhash Joshi will head a 24-member Indian team in the border talks.
The BGB delegation includes its deputy director general (operation and training) and four regional commanders, and officials of the BGB headquarters, ministries of home and foreign affairs, Land Records and Survey and the Joint Rivers Commission.
The BSF delegation will include senior officials of the BSF headquarters, frontier inspectors general and officials of union internal and external affair ministries.
The two sides will hold bilateral discussion on September 15, and the Indian team will go for a visit to Cox’s Bazar, Chittagong and the hill district of Bandarban between September 16 and September 17, the BGB officials said.
Another BGB official said conclusion of the talks would mark the signing of a joint record of discussions on September 19.
The border forces would try to find ways to stop killings and injuries in the frontiers and smuggling of arms and narcotic substances in line with the Coordinated Border Management Plan which was signed on July 30, 2011.
Such meetings take place twice a year, one in Dhaka and another in New Delhi.
Odhikar reported that the BSF has now resorted to the medieval practice in killing Bangladeshis, by stoning and stabbing, and striking them with rifle butts or running speeding boats over them.
Five Indian states — West Bengal, Meghalaya, Mizoram, Assam and Tripura — share a 2,429-mile of border stretch with Bangladesh.
