No elections have been held to the vice-chancellor’s panel in the University of Chittagong for 21 years and in the University of Rajshahi for 13 years, prompting the institutions to be run by unelected vice-chancellors nominated by the government.
The elections to the vice-chancellor’s panel in the University of Dhaka was held on August 24 after nine years and in Jahangirnagar University on July 20, 2012 after eight years.
The vice-chancellor is supposed to hold elections to a panel of three at a special senate session to be sent to the president for the selection of a vice-chancellor.
The laws governing Dhaka, Jahangirnagar, Chittagong and Rajshahi universities have identical provisions: ‘The vice-chancellor shall be appointed by the chancellor for a period of four years from a panel of three persons to be nominated by the Senate on such terms and conditions as may be determined by the chancellor, and shall be eligible for re-appointment for a further period of four years.’
Elections of registered graduates’ representatives to senates of the University of Rajshahi and the University of Chittagong have been overdue for years.
Elections of the representatives of the registered graduates and teachers to the senate of Chittagong University have not been held for 27 years and 12 years. In Rajshahi University, elections of representatives of registered graduates have not been held for 19 years and of teachers’ representatives for eight years.
Chittagong University teachers and officials told New Age that elections to the vice-chancellor’s panel could not be held for 21 years. Instead of elections, people chosen by the government have come to run the institution.
The university has had eight vice-chancellors selected by successive governments in 21 years. The incumbent vice-chancellor Anwarul Azim Arif was appointed on June 15, 2011.
University officials told New Age that only two vice-chancellors had been elected by the senate after the establishment of the university.
The senate is not active in the university as its main role is to elect a vice-chancellor, according to the ordinance. The last elections of representatives of registered graduates to the senate were held in 1986 and the last elections of teachers’ representatives were held in 2001.
The last elections to the Chittagong University Central Students’ Union were held in 1990. The five seats of representatives of the students’ union to the Senate have remained vacant for about two decades.
The administration officials said that the election of representatives of teachers and registered graduates should take place every three years.
The pro-vice-chancellor, Iftekhar Uddin Chowdhury, said that the university authorities had no plans to hold the vice-chancellor’s panel elections now.
Rajshahi University officials said that elections to the vice-chancellor’s panel have not been held for 13 years.
The last elections of representatives of registered graduates were held in 1994 and of teachers’ representatives in 2005.
The last elections to the Rajshahi University Central Students’ Union was held in 1989.
The Rajshahi University vice-chancellor, Mohammad Mizanuddin, said that they were planning to hold registered graduates and teachers’ representatives elections to the senate.
Elections to the vice-chancellor’s panel had never been held in other public universities such as Bangladesh University of Engineering and Technology, Shahjalal University of Science and Technology and Khulna University as the laws governing the institutions empower the chancellor to appoint a vice-chancellor of his choice.
