New policy for sending skilled, semi-skilled workers abroadMd Owasim Uddin Bhuyan
The government is emphasizing on sending skilled and semi-skilled workers abroad in the backdrop of falling labour exports, officials said.
They said export of skilled and semi-skilled workers would help ensure safe migration of overseas job seekers.
They said that the demand for skilled workers was increasing in the overseas job markets.
Export of workers from Bangladesh fell sharply this year due to a host of factors, they said.
Of the workers who took employment abroad since 1976, according to the Bureau of Manpower, Employment and Training, 31.53 per cent are skilled and 13.98 per cent --semi-skilled.
BMET figures show that 52.29 per cent of the country’s workers abroad are unskilled, and 2.21 per cent are professionals.
BMET records show the figures until December, 2012.
The skilled group includes mechanics, welders, masons, carpenters, electricians, painters, cooks, drivers, plumbers, tailors, and blacksmiths while the semi-skilled group includes farmers, gardeners, cleaners, domestic workers and labourers, BMET officials said.
BMET director general Begum Shamsun Nahar said, ‘Now onwards the stress would be on the quality rather than quantity of the workers to be sent abroad.’
The government is also trying to cut down the cost of migration to safer working destinations, she told New Age.
Now Bangladesh exports workers to over 150 countries, she added.
Export of workers from Bangladesh dropped to almost a half since September, 2012 after the United Arab Emirates drastically reduced recruitment from this country, a senior BMET official told New Age.
Overseas employment would not be increases unless Saudi Arabia or Malaysia re-start full scale recruitment from Bangladesh, he said.
When asked, an official of Refugee and Migratory Movement research Unit said that the government should concentrate on sending skilled workers abroad.
He said that it would require strengthening the technical training centres to train up the exportable workforce for the competitive global market.
He said that the TTCs were not adequately equipped for providing modern training.
